Learn and play new games was designed as a beginners' tournament so that people could find a tournament on which they were all on an equal footing. The twofold problem of finding a game that was unknown to the knowledgable gamers at the MSO and the implication that other games at the MSO could not just be learnt 5 minutes before the tournament. It is no surprise that Demis Hassabis managed to win a gold medal at this event!
Learn and play new games obviously does not have fixed rules as it is supposed to be a new game. The only fixed rules are that none of the competitors should have played the game before and that the tournament follows the teaching session after a short break.
